    Commercial and property insurance proposals were considered by the Royal City Council at its meeting on March 9. Spencer Insurance Services submitted quotes from two insurance companies. The quote from EMC Insurance Companies, the current carrier, is $15,468; coverage through Iowa Communities Assurance Pool was quoted at $11,927 plus a maximum of $2,603 for worker’s compensation insurance, bringing the total to $14,530.     What is there for youth to do on an early spring Saturday afternoon? For over 40 area youth, showing up at Locomotion Lanes in Sanborn to bowl is the answer. A youth bowling program was in existence at the Sanborn bowling center before Bert van Dam became owner in 2019. Lizzie Bierschenk, who was vacationing in Hollywood, Calif., was selected as one of the judges on the popular daytime program. A light vote was cast during the Hartley regular school election.     Information presented to the Hartley-Melvin-Sanborn school board on Feb. 21 highlighted the percentage of students who tested proficient in a series of literacy and math assessments known at FAST. Elementary and middle school students generally showed improvement compared to results of the screenings conducted last fall.     Approval of the 2022 Royal code of ordinances moved one step closer toward completion as the council approved the second reading on Feb. 9. As has been the case during much of the revision process, the only matter of concern during the public hearing was semi-tractor/trailer parking.
