    A state-ordered pandemic declaration will end next week, one month shy of its two-year anniversary. Iowa Gov. Kim Reynolds on Feb. 3 signed the final extension of the state's public health disaster emergency proclamation, announcing it will expire at 11:59 p.m. on Tuesday, Feb. 15.     A bill proposed by O'Brien County's representative in the Iowa Senate would halt the use of eminent domain to complete privately-funded projects. Sen. Jeff Taylor, R-Sioux Center, last week introduced Senate File 2160, which would gut the Iowa Utilities Board's (IUB) power to grant eminent domain for projects of private companies.     An outbreak of COVID-19 at Community Memorial Health Center in Hartley has been quelled. According to interim CMHC Director Lisa Lowe, no residents were testing positive for the virus as of Tuesday morning. The facility experienced its first outbreak of the pandemic last month when five residents became infected.     The Clay Central/Everly school board on Jan. 26 agreed to offer an early retirement package to qualifying teachers this year. According to Board Secretary Diane White, the first two eligible CC/E instructors who apply will be considered. Qualifying employees must have completed a total of 15 years of continuous service in the district as a licensed teacher or administrator, or combination of both. The minimum age to qualify is 55.
