Waste Water and Street Superintendent Nate Fitzgerald on April 18 shared his concerns about the emerald ash borer (EAB) with the city council.     A recent study conducted on the price of power in Hartley suggested a rate increase for customers serviced by the local utility. The city council earlier this month reviewed a report compiled by Missouri River Energy Services (MRES) that analyzed Hartley's current electricity rates.     The dirty work is underway on a large infrastructure project aimed at improving the sewer system for residents in east Hartley. Crews from GM Contracting, Inc., of Lake Crystal, Minn., arrived last week and began directional drilling for a new force main under Eighth Avenue East. The work is the first step in a project that will replace the sewer lift station that services homes in the surrounding area.     A maintenance fee for school-owned musical instruments and possible increases in admission prices to War Eagle Conference athletic events were discussed this month by the Hartley-Melvin-Sanborn school board. Music instructors recently met with Superintendent Patrick Carlin to discuss charging a maintenance fee to cover the cost of instrument repairs.     The Everly Firefighter's Association held their spring breakfast last Sunday. A steady stream of patrons filtered in and tables filled with happy breakfast lovers.
