    The Hartley City Council went from four members to five on Monday night. The council voted unanimously to appoint Greg Cotter to the seat vacated by Roxann Swanson, who resigned in May to accept the city administrator's position. Cotter previously ran for council in 2021 and finished fourth in a field of five candidates vying for three seats. "I think the citizens spoke with the election," said Council Member Mary Westphalen.     A Community Development Block Grant (CDBG) has proved to be the gift that keeps on giving for the City of Hartley. The council on Monday received an update on the grant from Bolton & Menk engineer Wes Boyer, who reported funds still remain following the completion of the city's lift station upgrade and sewer pipe relining project.     Hartley producer wins largest ribeye in ICA contest In mid-June, Iowa Cattlemen’s Association (ICA) held its annual Carcass Challenge banquet in Ames. Local cattle producer Allan Johnson, of Hartley, bred the steer with the largest ribeye area of 17.3 sqare inches. The steer was sponsored by Sterling Cattle Company.
