    The derecho that barreled through northwest Iowa last week received official recognition from Gov. Kim Reynolds. Four counties, including O'Brien County, were included in a disaster declaration issued by Reynolds on July 6. Also on the list were Emmet, Hancock and Winnebago counties.     The Hartley-Melvin-Sanborn Community School will ask for voter approval to extend the Physical Plant and Equipment Levy (PPEL) for 10 years. A resolution of election approved on Monday calls for the question to be placed on the ballot for a special school election on Tuesday, Sept. 13. The district has until July 29 to submit the ballot question to the O'Brien County Commissioner of Elections. City Administrator Erica Haack said on Tuesday that the new aquatic center's general contractor, Eriksen Construction, was still compiling a plan to address electrical issues at the facility, which failed state inspection last month.     The Hartley City Council on Monday approved a bid for an additional improvement to an ongoing infrastructure upgrade project. Wisconsin-based Visu-Sewer won the bid for cure-in-place-pipe (CIPP) lining with an estimate of $427,411. A total of five bids were received for the project, which will affect sewer lines and manholes related to the ongoing lift station replacement on the east side of town.
