    Hartley's pool may be out of commission this year, but that hasn't stopped kids and adults alike from finding creative ways to cool down. The Hartley Fire Department on July 8 hosted water fights on Central Avenue. Firemen from Archer, Melvin and Sheldon also joined in on the fun. Kids' water fights kicked off the event.     A familiar face has joined the Everly City Council. Travis Tesch was appointed to the five-person board on Monday. Tesch was elected to the council in 2015 and served one term before choosing not to seek office again in 2019. The Everly native fills the void left by Josh Muckey, who resigned from the council last month. He and his family moved to Spencer.     Two infrastructure projects in Hartley were the center of attention at Monday's council meeting. Engineer Jim Thiesse provided an update on the city's new industrial park along Highway 18. He reported that most of the work is finished, but a few small jobs like grading near the entryway along the highway need to be completed.     Residents in Royal are ready to blow off a little steam. For the first time since 2019, the community is gearing up for Royal Fun Days. The celebration runs July 16-18 and features events for the whole family. In 1884 Michael Steuck, Steffens' great-grandfather, buried his mother, Anna Steuck, on the family farm in Center Township in O'Brien County.
