Hartley was a happening place to be last weekend. The masses descended on the City With a Heart for Summer Celebration, which returned after a two-year hiatus caused by the COVID-19 pandemic. Committee member Rachel Wilson said the event went over like gangbusters. "Things went really good," she said.
