    Homecoming at Hartley-Melvin-Sanborn was twice as nice last week. Not only did the volleyball team beat South O'Brien and win three pool matches at the GT/RA tournament, the football team blasted MMCRU 66-34 on Friday night.     Rather than accepting a bid for painting and repairing the water tower, the Royal City Council decided to delay a decision so another firm can prepare a proposal for consideration next month. Following a presentation on Monday, school board members agreed to switch from Blackboard, the current website manager, to Apptegy.     Open burning in the unincorporated parts of O'Brien County is prohibited indefinitely following a request granted Monday by the Iowa State Fire Marshal. The ban will be in place until dry and windy conditions dissipate. The request was submitted to state officials by O'Brien County Board of Supervisors Chair Dennis Vanden Hull, who did so with the support of all fire departments in the county.
