    With the elementary and high school projects nearing completion, the main focus is now on the Hartley-Melvin-Sanborn Middle School being constructed in Sanborn.     Any hopes of revamped livestock rules in Everly were put out to pasture by the city council on Monday. Following a brief debate, members agreed to keep the city's ordinance prohibiting chickens from town. Council members on Sept. 14 agreed to move forward with a design that features the city's name in black writing over top of the familiar red heart logo.
