    Plans for a semi-regular Homecoming at Hartley-Melvin-Sanborn were put on hold last week due to the number of high school students placed under public health quarantines.     Family members will soon have a new way to honor the memory of deceased loved ones at Pleasant View Cemetery. The Hartley City Council on Sept. 14 agreed to move forward with the "Memory Trees for Pleasant View Cemetery" project. The idea was proposed by the Cemetery Chapel Committee, which helps raise funds for improvements and the preservation of the local burial grounds.     Local COVID-19 positivity rates remain high O’Brien County’s COVID-19 positivity rate increased this week, but its ranking among 98 other Iowa counties still dropped one spot from No. 10 to No. 11.
