    A pair of dogs that attacked an elderly man will be allowed to remain inside Everly limits following a decision Monday by the city council.     The process of finalizing the revised Royal code of ordinances will take a little bit longer to complete. City council members voted to not approve the first reading of the new ordinances on Nov. 10. The main item of concern discussed during the public hearing was weight limits on residential streets. She graduated from Hartley High School in 1955 and attended Buena Vista University in Storm Lake, majoring in Education.     The 2021 football season at Hartley-Melvin-Sanborn will rank with some of the best in the history of the program. Records of 8-3 overall and 6-0 in Class A District 1, including two playoff wins, offer some measure the Hawks' accomplishments this fall.
