A commercial space in downtown Hartley is stocked to the gills with apparel, but none of it's for sale. That's because it's all free. Changes in the health insurance plan and employee salaries for next year were approved by the Royal City Council at its Nov. 11 meeting. City Clerk Barb Fletcher provided health insurance and wage information to the council.
