    Dirt is churning on a new storage facility at NEW Cooperative's location in Everly. Groundwork has begun north of the 1.2 million gallon fertilizer storage tank on the company's property. According to NEW Cooperative Operations Manager Frank Huseman, the building is a $1.9 million investment and will house dry fertilizer and other farming chemicals.     A recent study conducted on the price of power in Hartley suggested a rate increase for customers serviced by the local utility.     A vacant lot in Hartley's east industrial park has a new owner. The city council on April 11 unanimously approved an economic development grant for Cory Kunzman and the property, which he purchased for $25,000. The grant is worth $25,000 as well.     The Everly City Council is hoping that going from two emergency sirens to one will be a good thing. Members on Monday unanimously approved the purchase of a new siren from Blue Valley Public Safety for $25,554.45. With the addition of a battery backup, the total bill will be just under $28,500.
