    Information presented to the Hartley-Melvin-Sanborn school board on Feb. 21 highlighted the percentage of students who tested proficient in a series of literacy and math assessments known at FAST. Elementary and middle school students generally showed improvement compared to results of the screenings conducted last fall.     Approval of the 2022 Royal code of ordinances moved one step closer toward completion as the council approved the second reading on Feb. 9.     A chunk of change that previously perplexed the Everly City Council will be able to move more easily soon. City Clerk Kristi Fliss reported Monday that restrictions on funds from the American Rescue Plan Act (ARPA) would be loosened soon. Previously, rules stipulated that local governments could only use the funds for pandemic-related losses, which were low in Everly. According to interim CMHC Director Lisa Lowe, no residents were testing positive for the virus as of Tuesday morning.
