    An infrastructure improvement project in downtown Hartley yielded quite a hole on Monday. A crew from the city spent the better part of a day removing cement and digging out a sewer main under a portion of First Street Southeast directly south of the Stoplight Lounge. Board members on March 30 rescinded a resolution that changed the residential location requirements of district directors.     A massive commercial egg-laying facility near Harris is sitting vacant for the second time in seven years thanks to an outbreak of bird flu.
