The City of Royal’s code of ordinances is nearing approval after the council accepted the final draft during its meeting on Oct. 13. The draft was finalized by Darren Bumgarner, a planner with Northwest Iowa Planning and Development Commission, based on input provided by council members and staff during a series of meetings. The code language was reviewed by the council prior to its session on Wednesday. The only items noted during discussion were a correction of a spelling error and a question as to whether weight limits on city streets s...
Developers of a proposed carbon pipeline that would traverse Iowa are eyeing the next step in the process. The final informational meeting for Summit Carbon Solutions' Midwest Carbon Express pipeline is set for Friday in Page County at the Shenandoah Public Library. Once it wraps, the company must wait at least 30 days before petitioning the Iowa Utilities Board (IUB) for a permit to construct the pipeline. After a petition is filed, public evidentiary hearings will be held in each affected...

Hartley businesses and residents will have to wait for a revamped highway lane layout through town. The Iowa Department of Transportation recently informed City Hall that a resurfacing project planned for Highway 18 this summer has been pushed to 2022. Once work starts, crews will mill the existing surface and overlay a thin layer back on top. The number of lanes will be reduced from four to three as well, resembling Highway 18's setup through Sanborn. "I don't know if [the DOT] got too busy...
Homecoming at Hartley-Melvin-Sanborn was twice as nice last week. Not only did the volleyball team win its first match of the season with a 3-2 victory over Harris-Lake Park on Oct. 4, the football team clinched the Class A District 1 title with a 61-13 drubbing of Hinton on Friday night. It marked the first time since 1997 H-M-S hoisted an outright district crown. Big wins may be the main headlines from Homecoming week, but they weren't the only stories. A pep rally on Friday drew a big crowd...
Eastern O'Brien County is without a supervisor. District 1 Supervisor Sherri Bootsma on Tuesday resigned her position effective Oct. 13. She had served on the board for five years, but an impending move outside of the county forced her resignation. "Living in and serving O'Brien County has been something that I love. Working with our staff and residents has given me invaluable knowledge and I am grateful for the years I was entrusted with serving," she wrote in her letter of resignation. "While...
The ongoing push to get people vaccinated against COVID-19 has entered its third stage. Public health officials, pharmacies and doctors' offices have started administering third doses of the Pfizer and Moderna vaccines. However, they come with stipulations, and not everyone is eligible. Clay County Public Health Director Colette Rossiter admitted the rules can be somewhat confusing regarding the third shot of an mRNA COVID-19 vaccine such as Moderna or Pfizer. "It is recommended for some people...

The Royal skyline is looking different for the second time in a year. Five new metal grain bins were added this summer to replace former concrete structures, one of which sustained heavy damages last year during a grain dust explosion. According to Dan DeJong, Ag Partners VP of Operations, ground excavation for the new bins began in mid-January following the demolition of the old structure. Minor work remains, but the Royal site is open for corn and soybean receipts this fall. "We still have...

Two local women were honored for their service to 4-H earlier this year at the Iowa State Fair. Dubbing it a "unique opportunity for biofuels and agriculture," the company behind a proposed pipeline that would pass through O'Brien and Clay counties is aiming to reduce CO2 emissions and create jobs in the Upper Midwest. Ames-based Summit Carbon Solutions is leading the project that would connect 31 ethanol plants in Iowa, Minnesota, Nebraska, South Dakota and North Dakota. The company is currently holding meetings in Iowa to inform landowners and the public about details of the $4.5...
Iowa Assessment results for 2020-21 indicate that Hartley-Melvin-Sanborn students generally tested at or above state averages. But those scores do not provide a complete picture because of a lapse in testing a year ago due to the coronavirus pandemic. Information presented at the school board meeting on Sept. 20 shows third and fourth graders' proficiency was above state averages for English Language Arts and math, as was that of freshmen and juniors. Sophomores scored higher than state...

There was no ribbon cutting or parade, but a massive and important infrastructure upgrade project in Everly is now finished. Work on the city's sewage treatment ponds is finished after more than a year of construction. The project was years in the making, with momentum finally carrying it to the finish line over the past three years. Mayor Brad Behrens was happy and relieved to see things wrap up. "My No. 1 main goal as mayor coming in was to get this done and see it through," he said. Engineer...
One of the golf courses in the Hartley-Melvin-Sanborn School District is interested in hosting high school meets again. Meadowbrook Golf and Country Club board President Rodney Ahrenstorff asked the school board to allow the Hartley course to also be a host site for meets. The golf teams have been practicing and playing at Sanborn Golf and Country Club since 2016. According to discussion, the Sanborn course offers free memberships and access to the driving range for all high school golfers....
Residents in Hartley will actually have a choice to make when they hit the polls Nov. 2. For the first time since 2017, voters in the City With a Heart will be handed a contested ballot. Incumbent city council members Ron Hengeveld, Brian Myers and Mary Westphalen are being challenged by Greg Cotter and Nick Galm for the three open seats. The last time Hartley voters had to pick between candidates was four years ago during a special election when current Mayor Rodney Ahrenstorff beat Clayton...
The Everly City Council on Monday debated what to do with $40,981 in free money, but answers were few and far between. The chunk of change came courtesy of the federal government as part of the American Rescue Plan Act (ARPA), which was passed by Congress earlier this year to provide $1.9 trillion in economic stimulus to help offset pandemic-related losses. Everly will receive another payment worth a similar amount in the near future to bring its total to $81,963. The money must be spent by 2024; however, it comes with strict stipulations....
ISU Extension & Outreach field agronomist Joel DeJong says farmers are in for a wild ride when they harvest their crops this fall. With a growing season marked by hot temperatures and sparse precipitation, he expected yields for corn and soybeans will be all over the board. Some farmers will set personal bests while others will come in well under average. "The range is very wide this year," DeJong said. "Precipitation varied widely around the [area], with some neighborhoods very short during...

We waited, somewhat impatiently. We kept going, sidetracked with finding a new normal amidst the whirlwind of daily life. Two years. Then all of a sudden, the musky summer air turned into a crisp, post-Labor Day calm. Summer's hustle slowed and gave way to The World's Greatest County Fair. Locals started traveling the fairground route in early September just to see the spectacle take shape. 4-H'ers brought in exhibits, fair staffers cleaned buildings and readied grandstands, the stage was built...
The Clay County Fair returned in full force last Saturday after a two-year hiatus. Visitors have been packing the fairgrounds in Spencer over the past week to check out the many shows, livestock exhibit, commercial expo, Grandstand performances and much more. You can't blame them for having fear of missing out on the big event – last year's fair was shelved due to the COVID-19 pandemic. Area residents who haven't gotten to Spencer yet still have ample time to enjoy the festivities. The fair r...
