3 residents apply for vacant seat
The Hartley City Council went from four members to five on Monday night.
The council voted unanimously to appoint Greg Cotter to the seat vacated by Roxann Swanson, who resigned in May to accept the city administrator's position. Cotter previously ran for council in 2021 and finished fourth in a field of five candidates vying for three seats.
"I think the citizens spoke with the election," said Council Member Mary Westphalen.
Cotter, Brian Myers and Matt Dolphin applied to fill the vacancy. Myers previously served on the council from 2017-2021 and finished last in 2021 election.
Each applicant addressed the council before its decision. Cotter explained that he became interested in politics while living in Mesa, Ariz., where his boss served as mayor.
"I got to see the ins-and-outs of city council, and I found that very interesting. I always figured it was something I wanted to get into," he said. "When this came open, I figured it was an opportunity to get into it, so I said yes."
Dolphin has lived in Hartley most of his life. He was interested in serving on the council to help the city accomplish more achievements.
"I just want to be a part of trying to make the town what I think it can be," he said. "I think the city council is the best opportunity to do that. I'd just like to get involved."
Myers, who is recovering from a stroke, was grateful for the Hartley community's recent generosity in his time of need.
"I just want to give back to the community for what they've given us over the past six months," he said.
The council ultimately went with Cotter, who was sworn in and took his seat immediately.
Cotter is a Wisconsin native. He moved to Arizona after graduating from high school, where he worked in the road building industry. He and his wife, Rita, moved to Hartley in 2001. They have two grown children and several grandchildren.
The city council appointment will be Cotter's first stint in public office. The term expires at the end of the year and the seat will be on the November election ballot.
"I think any of you would do a good job," Westphalen told the trio who applied. "Take out papers [to run in November]."
Hartley voters have the right to file a petition for special election if they are unhappy with the appointment. The petition requires a minimum of 24 signatures from eligible Hartley electors and must be filed within 14 days after Cotter's appointment.
