Everly council OKs lagoon fence repair

Bids differed by more than $75K

The Everly City Council on Monday moved forward with repairs to flood-damaged fencing at the sewage lagoons east of town.

Council members approved a $35,069.21 quote from American Fence Company, of Sioux City, to repair the perimeter fencing at the lagoons. The item was tabled last month pending further investigation of bids. One other quote worth $112,000 was received for the project, and the council wanted to ensure American Fence Company's estimate was complete.

According to discussion, Utilities and Public Works Superintendent Josh Rinehart was comfortable moving forward with the lower bid. The city is hoping to be reimbursed by FEMA for the work, as all damage occurred during the flood in June.

"There hasn't been any indication that we wouldn't get money for that," said Mayor Ron Thompson.

Each side of the lagoon fence was affected in some form during the flood. City Council Member Tara Patrick recently reviewed the damage and was surprised by the scope.

"I didn't realize the north fence is trash, too," she said.

American Fence Company will remove the old fence and damaged posts. The project will take approximately two weeks to complete, barring weather disruptions.

City Clerk Kristi Fliss reported that she remains in regular contact with FEMA regarding flood-related reimbursements.

"We're going back and forth with them a bit, but that's it," she said.

The lagoon fence was erected to keep deer out of the facility, as their hooves can puncture the ponds' rubber lining.

In other business, the council approved transfers from the Debt Service Fund to the Waste Water Fund ($127,407.66), and from the Waste Water Project Fund to the Waste Water Fund ($3,493.54). Fliss explained the exchanges address previous transfer errors.
