• Charged with sex abuse

Benigno Ortiz Flores, 44, of May City, is accused of sexually abusing a minor on multiple occasions. The victim told authorities that the alleged abuse repeatedly took place from when she was 6 years old into her teens.

Ortiz Flores was charged with sexual abuse-2nd degree, a class B felony. He was released from the Osceola County jail after posting a $25,000 bond. The preliminary hearing is scheduled for Dec. 5.

• 3 arrested after traffic stop

The Clay County Sheriff’s Office reported that a deputy stopped a vehicle on Nov. 17 for a speeding violation. He smelled an alcoholic beverage and observed a marijuana vape pen. Marijuana, drug paraphernalia, cocaine, alcohol and nicotine products were found in a further search of the vehicle.

James Watson, 20, of Allison, and Russel Bair, 19, of Otho, were charged with possession of a controlled substance-marijuana and minor in possession of alcohol and tobacco. Watson was also charged with possession of drug paraphernalia and was cited for speeding, no insurance and operating a non-registered vehicle. They were booked into the county jail on $1,000 cash or surety bonds.

Spencer Bode, 18, of Cherokee, was cited and released on charges of minor in possession of alcohol and tobacco.

• Runaways involved in accident

Three youths from Sioux City were involved in an accident that occurred at 3:38 a.m. on Nov. 23. The O’Brien County Sheriff’s Office reported that a 2016 Kia Soul driven by Trey Brian Young, 15, was northbound on Redwing Avenue when the vehicle left the roadway, traveled into the ditch, crossed a small ravine and up the opposite side of the ditch, and continued approximately 200-300 feet into an empty field.

According to the report, Young claimed the Kia was rear-ended and left the road as a result of the impact. The deputy stated that tracks and a lack of physical evidence indicated no other vehicle was involved, and that the vehicle was traveling faster than the 25 mph Young claimed to be driving.

Young was also entered into the National Crime Information Center as a missing person, and further investigation indicated that two other minors had run away from Sioux City and their parents were unaware of their whereabouts. The driver also did not have permission to operate the vehicle.

A passenger, Ian Lopez, 15, was transported by Primghar Ambulance to Sanford Sheldon Hospital with non-incapacitating injuries. Damage to the Kia was estimated at $5,000. Young was cited for Violation of Special Minor’s Restricted License.
